Important rule change summer league

Guys,

Following our match at Torne bank the committee believe we should implement with immediate effect a rule change to the awarding of section points which will of course transfer to league points.

The summer league guidelines are as follows:-

1st in section receive 1 point
2nd in section receive 2 points etc.
If there is a 6 man section then 5th place and 6th place will both receive 5 points. If there are 4 man sections then the    maximum number of points earned in 5 man section will be 4.
25 anglers = 5 x 5 sections
24 anglers = 4 x 5 and 1 x 4 section
23 anglers = 3 x 5 and 2 x 4 sections
22 anglers = 2 x 5 and 2 x 6 sections
21 anglers = 3 x 5 and 1 x 6 sections
If a person does not turn up to fish he will receive 8 points
All anglers are to be encouraged to weigh in.
Anglers who fish whole match but don't catch, lowest weight section points.
Anglers who fish match, catch and don't weigh in to receive lowest weight section points +1

At Torne Bank we had a situation where an angler fished the whole match but did not catch a fish so was unable to weigh in. The section points have been awarded as per rules in place at the time which meant that anglers who left the fishery early recieved similar or more than  the angler who remained to the end.

The committee believe that the rule / guidelines can be improved by distinguishing an angler who fishes the whole match to any anglers who pack up early.

The change of rule being applied is as follows:-

1 - 8 points for not turning up or pulling out
2 - 6 points for leaving early or tipping back
3 - Section points for anyone who stops till the end but who unfortunately didn't catch

The above ruling will take affect with immediate effect ( Grange Park) however we do not think it can be backdated to the Torne Bank match as it was not in place.

Isn't this rule already in place? This is from previous AGM's...

3/ League points scoring
Response, the issue of anglers chucking back was raised and discussed as this effects league members points scoring.
Actions:
•   Encourage guests to weigh in
•   Anglers who fish all match and don't catch a fish to receive lowest section points
•   Anglers who fish match and chuck back to receive lowest section points + 1
•   Anglers who don't turn up receive 8 points

If the rule is already in place then it can be "backdated" to the Torn Bank match, in my humble opinion.
